The easiest course to gain exalted for the mount is to do as follows:
Complete: Frostsaber Provisions x6
Those quests will give you 1500/3000 rep(Halfway though neutral). At that point, the next quest in the line opens up.
Complete: Winterfall Intrusion x 30
Those quests will get you up to 0/6000 (Honored). At that point, the last quest in the line opens up.
Complete: Rampaging Giants and Winterfall Intrusion together x 55
Those quests will get you up to 0/1000 (Exalted). And you can now buy your mount!
